Often, a tribe or a nation rationalizes imposing its material and monetary interests on others, no matter how irrational. And often, its only proof of being rational is its military power. Yet, regardless of who wins, all sides are doomed to lose both in human lives and material.
The purpose of a universal army is to replace wars with world courts, blood sheds with universal laws.
The universal justice and peace require impartial universal laws, impartial universal courts, and impartial universal military powers to enforce the universal laws. The existing international laws and the World Court do not fit the bill, and the UN military force is neither forceful nor impartial.
Traditionally, the military powers use their weight as a means to impose their interests on the weaker ones. This necessitates terrorism on the part of the weak who cannot match the might of the mighty on the battle ground. That is, in the absence of universal justice, terrorism becomes the weak man's response to the dictates of the mighty.
Wars end in favor of the mightier side, not necessarily the right side. Therefore, the smaller powers have no choice but to use terrorism. This is why the more powerful nations regard war lawful, and terrorism unlawful.
Being unable to have peace and justice, we are doomed to suffer the ongoing wars and terrorism. Terrorism may kill a few or a few hundred, war kills hundreds, thousands, or millions. Thus, war is more of a crime than is terrorism, and neither should be allowed to exist.
For a true human, killing another human is a crime whether it happens on a street or on a battle ground. To believe otherwise is subhuman. War is one of the most serious crimes. The highest penalty must be imposed on the leaders who wage wars.
The local wars are frequent, and we have seen them in Mogadishu, Bosnia, Chechnia, etc. Often, USA and other countries are prompted to intervene in these regional blood sheds. Yet, being reluctant to fight someone else's war, suffer casuality, and risk their own political career, the leaders tend to hold back (as in the case of Bosnia) unless their national interests are at risk (USA's Desert Storm against Saddam) or they have something to gain by committing their forces to the cause (as in the case of some Arab leaders who joined USA against Saddam). Such cases (Saddam, Bosnia, etc, including the terrorists) can easily be prevented or stopped with enactment of this proposal.
Understandably, the major powers avoid getting involved until the media raises the public conscience. By then, the small conflicts have grown into difficult to manage wars. The rogue forces are aware of this reluctance, and take advantage of it to the detriment of justice and peace.
A practical solution is to create a universal military force (UMF) with only one mission: immediate and automatic response to stop every armed conflict around the world. Thus forcing the waring parties to seek resolution of their conflicts in the Universal Court (UC). The Universal Court must be impartial, and procedures must be in place to condition the judges to be impartial.
Every nation would be obliged to give a set percentage of its military budget to UMF. Those who do not pay their dues must be economically isolated, and boycotted from the universal markets. In turn, UMF would hire and maintain a military force in every country. UMF would be there locally should a tribe or a nation start an armed conflict, and would have the right to bring additional forces from outside.
For example, UMF would hire and maintain a force in USA, and use it anywhere in the world. This would take the president, and the other politicians off the hook of risking their own political career in committing their citizens to a foreign war.
The existence of such a ready force would itself act as a deterrent to the would-be rogues who would have no choice but to resolve their grievances at the Universal Court instead of the battlefield. First though, the World Court must be upgraded into the Universal Court.
