The creation of a universal language would be a major step in creation of universal understanding and peace. Perhaps, the Noble Foundation of Norway could promote peace by taking steps in creating and promoting it.
Esperanto is a language derived from the European languages and culture. As such, it does not qualify to be the universal language.
The English language has become the unofficial universal language even though it is a very difficult and irregular language. This gives the English-speaking peoples an unfair advantage over the rest of the world population. We had French before that, Spanish before French, Roman before Spanish, etc. In time, English will also give way to another language such as Chinese, etc.
The natural languages tend to change over time, and place to place. Therefore none of them is suitable to becomes the universal language. The universal language needs to be based on clear and simple principles that do not change from time to time or place to place. Such principles could be: one sound per letter, one letter per sound; one word per meaning, one meaning per word.
A universal commission can be set up to devise the universal language, and then set up a board to maintain it, update it, and publish the universal dictionary on regular intervals.
Unlike the natural languages, a synthetic language, like the telephone numbers, can be devised that would remain precise and unchanged. Also, like the telephone numbers, the words can be devised to consist of different parts, each showing its general meaning, the profession it belongs to, etc.
